Neither bill has created a route to license private online betting. Egypt is pursuing an increasingly punitive enforcement model instead.
The three markets have reached the same point by different routes. Morocco has an incumbent defending its exclusivity through the courts, so far without success.

Entain highlighted data from H2 Gambling Capital that warned black market stakes in the UK are expected to nearly double from £17 billion ($22.7 billion) in 2025 to over £33 billion by 2028.
